To hire a DevOps manager in the UAE, start by deciding what the job really is: a hands-on platform lead who still reviews Terraform pull requests, or a delivery leader who owns release governance, cloud spend and on-call culture across several teams. The pool of people who have run production infrastructure and managed engineers at the same time is small, and most of them are expatriates already settled in Dubai or Abu Dhabi.
Banks and fintechs, regional offices of global cloud and software vendors, telecom operators, government digital units and logistics and e-commerce platforms all compete for the same small group of infrastructure leaders. The most contested profile is a manager who has led a Kubernetes migration or built a site reliability practice from scratch. Candidates who have only administered tools are easier to find but rarely ready to run a team.
Screen for hands-on depth in infrastructure as code with Terraform or CloudFormation, Kubernetes and container platforms, CI/CD tooling such as GitLab or Jenkins, and observability. Cloud certifications from AWS, Azure or Google Cloud and the Certified Kubernetes Administrator credential are useful signals, though a candidate's incident history says more. On the management side, ask how they have grown a team, shared on-call fairly and explained cloud spend to finance.
Whitecarrot is an AI recruiter that runs your whole hiring pipeline in one place, from the first job post to the signed offer, which matters when infrastructure leaders are being courted by several UAE employers at once.
A manager owns the team, the delivery process and the cost and risk of the platform, while a senior engineer owns the technical work inside it. UAE job ads often blur the two, so write down headcount, budget and on-call responsibility in the brief.
Ask about a pipeline they redesigned and what it changed for release frequency, an incident they led and what the post-mortem changed, and how they chose between building and buying a platform tool. Add a people question about hiring and keeping engineers in a market where counter-offers are routine.
Often yes for senior profiles, because many strong candidates are based abroad or in another emirate. Flights, temporary housing and family visas are common parts of the package, and relocating hires add two to four weeks for visa and onboarding.
Emiratisation targets apply at company level rather than role by role: to mainland companies with 50 or more employees and to smaller companies in covered sectors. Check your sector and headcount before deciding whether to open the role to Emirati candidates.
